Jennifer Sandman
Senior Director, Public Policy Litigation and Law
Planned Parenthood Federation of America


In her role as Senior Director, Public Policy Litigation & Law at Planned Parenthood's national office, Jen Sandman conducts and supervises litigation across the country on behalf of Planned Parenthood affiliates and provides legal and strategy advice about issues that threaten access to abortion services and other health care. She is currently heavily engaged in work around Texas's novel and extreme abortion ban.  Recent cases include challenges to ideologically-based attempts to terminate Planned Parenthood providers from the Medicaid program; admitting privileges requirements and related back-up doctor or complication plan requirements; and ambulatory surgical center and other medically inappropriate licensure requirements. Jen has done extensive strategic work around laws imposing medically unnecessary requirements on health centers at which abortion is provided.

Jennifer received her law degree from the University of Chicago in 1999. Before coming to PPPFA, she served as a law clerk for Judge Jed S. Rakoff of the Southern District of New York and worked as an associate at the N.Y. law firm of Paul, Weiss, Rifkind, Wharton, & Garrison and a criminal defense attorney at the Legal Aid Society of Kings County.
